PROBLEM TO BE SOLVED: To provide a thermoelectric conversion device with a simple structure and method for producing the same.

SOLUTION: A thermoelectric conversion device comprises a strontium titanate substrate 10 whose oxygen concentration is lower than stoichiometrical concentration, and a strontium titanate film 12 which is formed on the strontium titanate substrate 10 and whose atomic concentration of sum total of titanium and niobium is higher than atomic concentration of strontium.
