<P>PROBLEM TO BE SOLVED: To enable a guidance information service to be received in an infrastructure insufficiently maintained by using telematics, and also prevent wasteful communication costs from occurring. <P>SOLUTION: A control device 4 in a navigation device 2 transmits a dialog request signal to an information center 3 when an own vehicle reaches a communication point. A control unit 16 in the information center 3 transmits dialog information including a guidance information content at a guidance point and presence of congestion information to the navigation device 2. The navigation device 2 notifies a user of the dialog information to require an operation to select whether to receive the guidance information or not. When the selection is operated, the navigation device 2 transmits a guidance information request signal to the information center 3, and the information center 3 transmits the guidance information to the navigation device 2.
