摘要

PROBLEM TO BE SOLVED: To handle a highly confidential cryptographic key with high security even if there are a plurality of service entrepreneurs that issue a license for decryption, while suppressing a processing load required for generating a license for decryption and shortening processing time.

SOLUTION: A function that generates a license for decryption and an encryption/decryption function using a highly confidential cryptographic key are separated. Encryption process and decoding processing are executed continuously at once.
