The blind (10) has slats (12) stacked on a final slat and a rolling shaft (48) connected to the final slat by pull cords (50). The slats are stacked with respect to one another when the pull cords are rolled around the rolling shaft. A rotary orientation and retaining cylinder (46) is installed at proximity of the rolling shaft. Cord units of a pair of cords (36, 38) are rolled in opposite directions around the rotary orientation and retaining cylinder to control orientation of the slats when the rotary orientation and retaining cylinder is rotated.
