<P>PROBLEM TO BE SOLVED: To provide a cool-island pavement which can more effectively suppress a heat island phenomenon. <P>SOLUTION: The cool-island pavement comprises: a lower layer 2 laid on a paved surface 1a, which is an upper surface of a roadbed 1; and a reflective layer 3 provided on the lower layer 2 and having a surface capable of reflecting sunlight. The lower layer 2 is a heat insulation layer which contains numerous aggregates and binders for fixing the aggregates mutually with air holes 2a retained between the aggregates.
