<P>PROBLEM TO BE SOLVED: To provide a technique which eliminates the need to confirm that a sheet is in an erased state and thereby improves user's convenience. <P>SOLUTION: A sheet recycling determination device determines whether a sheet having an image formed with a decolorizable coloring agent is recyclable after decoloration processing, and includes an image data acquisition part 11, a density information acquisition part 12, and a determination part 13. The image data acquisition part acquires image data read out of the sheet as an object of determination. The density information acquisition part 12 sections the image data acquired by the image data acquisition part into squares having uniform area respectively, and acquires values of density level in units of the squares by the squares based upon values of respective pixels present in regions of the respective squares.
