<P>PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor having excellent electrical characteristics, image characteristics, and leakage resistance, as well as an image forming apparatus using the electrophotographic photoreceptor, and a cartridge. <P>SOLUTION: An electrophotographic photoreceptor includes an undercoat layer and a photosensitive layer on a conductive substrate; the undercoat layer includes metal acid compound particles subjected to a surface treatment with an organometallic compound having an acrylic group, and a binder resin.
