PURPOSE: A phosphorous-based flame retardant for polyurethane foam is provided to obtain excellent flame retardance without degradation of mechanical properties, and to have excellent flame retardance comparison to existing halogen-containing flame retardants. CONSTITUTION: A phosphorous-based flame retardant for polyurethane foam is in chemical formula 1. In chemical formula 1, n is an integer from 1-5. R1 is a C2-8 alkylene group, or a C6-7 arylene group. R2 is NHCONH2. A manufacturing method of the phosphate flame retardant comprises: a step of manufacturing an intermediate product by reacting polyphosphoric acid and diol; and a step of manufacturing the phosphorous-based flame retardant by reacting the intermediate product and urea. The polyphosphoric acid comprises 2-6 phosphorous atoms per one molecule.
