The present invention provides an illumination device having a high yield rate and capable of easily correcting unevenness in brightness and color; and a liquid crystal display device provided with the aforementioned illumination device. The illumination device of the present invention is provided with a plurality of light-emitting diode elements, and a light-guiding plate having a light-receiving surface facing the plurality of light-emitting diodes and a light-emitting surface for emitting the light entered from the light-receiving surface, wherein a neutral density sheet is arranged on a portion of the light-receiving surface or a portion of the light-emitting surface of the light-guiding plate. Moreover, the illumination device of the present invention may be an illumination device in which the light-receiving surface is cloudy by being scraped or may be an illumination device in which a portion of the light-receiving surface is uneven.
