PURPOSE: A seismic isolation damper and a seismic isolation apparatus for a building therewith are provided to cost-efficiently and effectively deal with an earthquake by absorbing vibration and shock. CONSTITUTION: A seismic isolation damper(100) comprises a cylinder(102), a damping unit, a piston, and first and second connectors(191,192). The damping unit is installed inside the cylinder and is elastically stretched. The damping unit comprises a spiral coil spring and a covering rubber. The covering rubber surrounds the coil spring. The piston transfers external force to the damping unit. The first and second connectors connect the damping unit to an object.
