PURPOSE: A manufacturing method of a filler for floor and artificial turf are provided to manufacture a filler for floor, which is environmentally-friendly and good for health, by employing rice hull with excellent moisture content. CONSTITUTION: A manufacturing method of a filler for floor comprises a step of putting natural materials into yellow soil water to make a mixture(S110), a step of drying the mixture(S130), a step of mixing resin emulsion into the dried mixture(S140), and a step of drying the mixture to obtain powder type filler(S150).
