<P>PROBLEM TO BE SOLVED: To provide a WiMAX roaming communication system capable of allocating an SFID (Service Flow Identifier) properly in roaming communication service. <P>SOLUTION: In a WiMAX roaming communication system 10, a VisitedPF server 32 has a table T1 defining a correspondence between an identification code of a terminal and a service flow identifier that is an identifier of a service flow generated between a terminal and the base station. In the table T1, an area for generating a service flow for a roaming communication terminal subscribing to a Home WiMAX communication system 38 is ensured.
