<P>PROBLEM TO BE SOLVED: To provide a fixing device in which residual toner adhered to a heated rotation member is removed with a simple configuration, and an image forming device including the same. <P>SOLUTION: A fixing device 5 fixes a toner image carried on a paper sheet 9 by heating and pressing by a fixing roller 18 and a pressing roller 19, and includes a disturbing member 61 that scratches the toner adhered to the surface of the pressing roller 19 and scatters the toner on the surface of the pressing roller 19 with a nip part NC that pressure-contacts the surface of the pressing roller 19. The disturbing member 61 includes a plurality of protrusion parts 62 formed with inclination to the rotation direction (Y-direction) of the pressing roller 19, and groove sections 63 formed between the plurality of protrusion parts 62.
