<P>PROBLEM TO BE SOLVED: To reduce operation cost to prevent illegal download. <P>SOLUTION: Upon request through the Internet from a receiver 3, a Web server 7 generates and returns a password, and retains it in a table. In response to a designated password search request from a Web server 6, the Web server 7 deletes the password. From a mobile terminal device 4, the Web server 6, of which address is identified by a URL transitioning before a download page, receives through the Internet a character string including a password concatenated with the URL, and extracts the password. The Web server 6 transmits a search request to the Web server 7 by designating the extracted password. If the password is retained in the Web server 7, the extracted password is decided to be valid. If the extracted password is not retained, the Web server 6 transmits an error message screen indicating that the password is invalid to the mobile terminal device 4.
