<P>PROBLEM TO BE SOLVED: To record digital compressed information and to restrict playback of the information. <P>SOLUTION: An encrypted signal, viewing right information and guide information of a recorded program are recorded and charging processing is performed in each time they are played back. Otherwise, a decrypted signal, the viewing right information and the guide information of the recorded program are recorded and play back is permitted only during a prescribed period on the basis of the viewing right information.
