<P>PROBLEM TO BE SOLVED: To make it possible to exactly determine whether ions are generated or not even in the circumstances where generated ions are carried by the wind. <P>SOLUTION: An ion detector detects one or more times whether ions are generated or not during a prescribed period. A control device performs the first determination as to whether the ions are generated or not, on the basis of the output of the ion detector in the prescribed period. The control device confirms whether the ions are generated or not for every output from an ion generator. The control device finally determines that the ions are generated if the last confirmation result during the prescribed period indicates that the ions are generated, otherwise, counts the error of ion generation as the first determination.
