A heat fixing device (33) capable of preventing deterioration of a temperature sensor (65) by measuring the surface temperature of a heating roller (47) at all times, and an image forming apparatus (1). The heat fixing device (33) includes a temperature measurement unit (55) for measuring the surface temperature of the heating roller (47). The temperature measurement unit (55) further includes the temperature sensor (65), a conduit (67) having a reflective surface (77) formed inside thereof to lead infrared rays radiating from the heating roller (47) to the temperature sensor (65), and a thermal insulation member (69) installed between the conduit (67) and the temperature sensor (65).
