An uplink scheduler and a scheduling method in a terminal of a broadband wireless access system are provided to allow a terminal to effectively use a bandwidth allocated from a base station when the terminal transmits data to the base station in a situation that traffic having various characteristics is mixed. Flow queues(108,110,112,114,116,118,120,122) correspond to each connection of service flows. A packet classifier(100) classifies data packets of uplink traffic according to each service flow and put them into each corresponding flow queue among the flow queues(108,110,112,114,116,118,120,122). A scheduler(124) performs scheduling on the data packets, existing in the flow queues, according to a predetermined scheduling method by using a bandwidth allocated from a base station.
