A billing system for charging the caller of an absent call for a return call and a method thereof are provided to save the caller of an absent call the trouble of attempting a call connection again by allowing a user, who confirms absent call information, to make a return call free of charge. A billing system for charging the caller of an absent call for a return call comprises an absent origination information management server(200) and a billing server(100). The absent origination information management server(200) is connected with MSCs(Mobile Switching Centers)(13,23) that execute call switching between mobile terminals(10,20). The absent origination information management server(200), if absent origination information containing the calling and called numbers of an absent call is received, transmits a free call announcement message to the called terminal(20) to inform the user of the called terminal(20) that the user of the calling terminal(10) will pay the fee for a return call. When a call connection is made between the calling and called terminals(10,20) as the called terminal, receiving the free call announcement message, makes a return call, the billing server(100) charges the user of the calling terminal(10) for the call charge of the return call.
