The device has a lever arm connected to a shoe's vamp edge on which one end of a tie rod (14) is articulated. Another end of the tie rod is articulated on an anchoring clamp (20) or a slightly curved staple that is selectively engaged in a plate connected to another vamp edge. The clamp has a transverse articulation spindle (18) that articulates a head (16) of the tie rod, where the spindle is mounted on the head. An elastic prestressing element i.e. helical spring (24), exerts friction on the head and on a side wall of a seat (26) in which the head is housed.
