<P>PROBLEM TO BE SOLVED: To provide a harmful substance removing device which has a small pressure loss and high efficiency of removing a harmful substance, and to provide a cleaning/purifying system for a gas or liquid and a chemical reaction system of a gas or liquid. <P>SOLUTION: The harmful substance removing device 10 comprises: a cylindrical constituent 1; and a functional fiber brush module obtained by raising a functional fiber 2 which has a function of removing the harmful substance, in a brush-like form on the inner wall surface 1a of the cylindrical constituent 1. The harmful substance-containing gas or liquid is made to flow in an inflow opening 10a of the cylindrical constituent 1.
