摘要 <P>PROBLEM TO BE SOLVED: To reduce residual energy in motion compensated inter-frame prediction by optimizing a region in which a method for interpolating fractional precision pixels is switched and switching the interpolation method for each separated region. <P>SOLUTION: A region separation unit 11 classifies regions using motion vectors, texture (edge) information and the like to separate the regions. A region separation redefinition processing unit 13 applies region separation redefinition processing to the regions separated by the region separation unit 11, and adjusts regions for which an interpolation filter is switched. For each separation region after the redefinition, an interpolation filter coefficient switching unit 14 selects and switches to interpolation filter coefficients that minimize a rate-distortion cost, and a reference image interpolation unit 151 interpolates fractional precision pixels for a reference image using an optimized interpolation filter.
