The blower heater comprises at least one heating coil and at least one shield forming a thermal shield for the heater. There is at least one nozzle for directing air produced by the blower, wherein the heater is positioned downstream of the blower so that fluid flow produced by the blower passes the heater and is heated by the heater and is then passed through the nozzle so that the hot air melts ice on a surface.
