PURPOSE: An oil detection system and an oil detection method using the same are provided to detect a refractive index and polarization reflectivity of water and oil, thereby precisely and quantitatively determining the location of oil band spread on the sea. CONSTITUTION: A non-polarized reflectivity determination part(200) determines vertical/horizontal emissivity or reflectivity with respect to oil and sea water of a region where the oil is leaked using a radiation amount measured from an observation sensor part of a satellite. A refractive index calculation part(300) calculates refractive indices of the oil and sea water using the vertical/horizontal emissivity or reflectivity determined on a non-polarized reflectivity determination part. An oil detection analysis part(400) determines the location of the oil by analyzing the refractive indices of the oil and sea water.
