PURPOSE: A coating apparatus, a printing plate manufacturing apparatus, and a coating method are provided, which enable formation of the unevenness pattern having high aspect rate. CONSTITUTION: A coating apparatus(1) comprises a base plate, a rotating plate(11), a resin supply unit, a grinding unit, a feeding unit, and a moving unit. The base plate is loaded with a substrate in the state of turning upward one side of the substrate. The rotating plate has a circumferential side of a cylindrical shape and revolves around the centered axis which is the center of the circumferential side. The resin supply unit supplies resin to the circumferential side of the rotating plate. The resin supply unit forms a resin layer on the circumferential side. The grinding unit grinds the surface of the resin layer based on the axis center.
