PURPOSE: A cell manipulation electrode device and a manufacturing method and a cell manipulation method are provided to surround a dielectrophoresis available region having a hydrophilicity with a hydrophobicity guide member so that a cell which is a detecting object can be located within the dielectrophoresis available region in a process of evaporating a droplet. CONSTITUTION: A cell manipulation electrode device comprises a dielectrophoresis effective region and hydrophobic guide member(35). The hydrophobic guide member surrounds the dielectrophoresis effective region. The dielectrophoresis effective region includes an electrode pattern and region hydrophilic processed between electrode patterns. The electrode pattern generates a magnetic field. A connection unit(31a) and electrode layer are repeated so that the electrode pattern is formed. The connection unit maintains an electrical communication state with outside. The electrode layer comprises projections(31b,31c) formed to be repetitively projected in a long queue with a predetermined distance from the connection unit.
