PURPOSE: A skin permeability human epidermal growth factor and a method for preparing the same are provided to naturally produce rhEGF fusion protein and to regenerate tissue and skin cells. CONSTITUTION: A skin permeability human epidermal growth factor fusion protein contains non-hydrophilic domain containing 5 or more tryptophane, hydrophilic domain containing 4 or more of lysine, and protein transport domain having a spacer which is bound to rhEGF terminal by covalent bond. The fusion protein has an amino acid sequence of sequence number 9, 11, or 13. A composition for treating and preventing aging, atopy, dermatitis, or ulcer contains the fusion protein as an active ingredient. The cosmetic composition contains the fusion protein as an active ingredient.
