PURPOSE: Surplus air reusing water-treatment apparatus and method are provided to reduce the energy consumption for reducing the membrane contamination, and to improve the operational efficiency of the water-treatment apparatus. CONSTITUTION: A surplus air reusing water-treatment apparatus includes a dissolved air floating reaction tank(20), a dipping type membrane filtration device(30), and a returning pipe. A compressed air injection device(23) is installed on the returning pipe for injecting compressed air to circulating water supplied from the dipping type membrane filtration device to the returning pipe. An air-compression reaction-solid/liquid separation tank(24) is installed on the returning pipe for dissolving the compressed air in water.
