<P>PROBLEM TO BE SOLVED: To reduce the amount of codes or improve the image quality by generating a prediction image in which prediction residual is reduced. <P>SOLUTION: The image encoder 100 treats an area having a similar image signal in a block as a subject for each block to be encoded, and determines subject identification information of each pixel and a pixel value representing each subject according to the number of subjects set by a number of subjects setting unit 103. They are encoded by a subject map encoding unit 107 and a subject pixel value encoding unit 105.
