<P>PROBLEM TO BE SOLVED: To distribute an image with high definition by suppressing deterioration in image quality when simultaneously outputting code data encoded by multiple mutually different encoding systems in a multi-stream encoding controller. <P>SOLUTION: When image data is encoded by two or more kinds of mutually different encoding systems, an encoding prediction part 204 determines setting for a succeeding encoding, based on any one or more among: a code amount and an encoding parameter after encoding; a code amount and an encoding parameter in encoding prior to the encoding; a frame rate for encoding; and an output rate of an output part 203, concerning the encoding by the respective encoding systems in an encoding part 202.
