PROBLEM TO BE SOLVED: To support a quick initial response from other sites to a disaster-stricken site.

SOLUTION: The apparatus for detecting an earthquake occurring in other sites includes: a reception unit for receiving an emergency earthquake bulletin for highly advanced users; a first storage area, or a storage area for storing position information of a plurality of users' sites, storing position information of at least one or more other sites different from an own site; an analysis unit for analyzing the emergency earthquake bulletin and calculating estimated seismic intensities and estimated arrival times of respective users' sites stored in the first storage area; and a second storage area storing the calculated estimated seismic intensities and estimated arrival times associated with the respective sites.
