Provided are a production device and a production method of a film which are superior in neck-in prevention and film-sway prevention, as well as superior in die-drool prevention which has been a trade-off for preventing neck-in. The film production device (10) draws a molten resin (fl), which is extruded downward from an outlet port (1a) opened at the lower end surface (1b) of a die (1), with a rotating cooling roll (3) located below the outlet port (1a), and cools and solidifies the molten resin (fl) with the cooling roll (3) to produce a film (FL). The film production device is further provided with a fluid chamber (5) which provides a fluid (fd) in a space (K) between the outlet port (1a) and the cooling roll (3), the fluid chamber (5) comprising a facing surface which faces the space (K) and the cooling roll (3). The fluid (fd) provided from the fluid chamber (5) flows through a fluid passage along the facing surface toward the side of the die (1), while applying a fluid pressure (p) in the direction of pushing the molten resin (fl) present in the space (K) back from being drawn displaced in the rotating direction of the cooling roll (3).
