PROBLEM TO BE SOLVED: To allow a user to estimate delay time easily.

SOLUTION: The image signal IP transmission system comprises: an encoder and an IP transmission device which estimate FEC (Forward Error Correction) processing time and the delay time at an IP transmission respectively corresponding to settings and input of a plurality of parameters; and a set display device (control PC) which simultaneously displays the plurality of parameters during input, and the FEC processing time and the IP delay time estimated from the parameters. In addition, the reception side is provided with a decoder and an IP reception device for receiving the plurality of parameters whose settings are input in the decoder and the IP transmission device from the encoder or the IP transmission device and automatically setting jitter generation time and the FEC processing time based on the plurality of received parameters.
