PROBLEM TO BE SOLVED: To provide an adjacent cell processing device and an adjacent cell processing method which can make operation in a radio communication system efficient by generating adequate adjacent cell information.

SOLUTION: An adjacent cell processing device comprises: an attribute information acquisition unit 11 for acquiring attribute information indicating attributes of a plurality of radio base station devices other than at least a target radio base station device; and an adjacent cell information generation unit 12 for generating adjacent cell information indicating one or multiple radio base station devices placed in the vicinity of the target radio base station device among the plurality of radio base station devices other than the target radio base station device based on attribute information acquired by the attribute information acquisition unit 11.
