In a circuit module (14), a support member (24) has an element mounting surface on which a package (16) can be mounted, and a circuit mounting surface on which a lighting-up control circuit (22) for controlling the lighting-up of a semiconductor light-emitting element can be mounted. The lighting-up control circuit (22) is mounted on the circuit mounting surface. The circuit mounting surface is formed orthogonally or obliquely to the element mounting surface. Thus, the length of the circuit module in the lengthwise direction thereof can be shortened compared to a circuit module in which the circuit mounting surface is flush with the element mounting surface.
