PROBLEM TO BE SOLVED: To control an operating state of a computer.

SOLUTION: A controller 110 includes: a usage state data reception unit 112; an unused time specification unit 113 for specifying time elapsed from when a computer 130 is stopped to be used; a working electric power monitoring unit 111 for monitoring working electric power; and a control data transmission unit 117 for transmitting control data to the computer 130 when the working electric power does not have possibility of exceeding contract demand and the time elapsed from when the computer 130 is stopped to be used exceeds a first threshold, and transmitting control data to the computer 130 when the working electric power has possibility of exceeding the contract demand and the time elapsed from when the computer 130 is stopped to be used exceeds a second threshold whose time is shorter than the first threshold. The computer 130 includes a control data reception unit, and an operating state control unit for changing an operating state of the computer to a state with less working electric power.
