The present invention comprises: a reconfigurable logic circuit provided with a plurality of resistance change elements, in which a logical entity is determined according to whether each of the plurality of resistance change elements is in a first resistance state or in a second resistance state having a lower resistance value than that of the first resistance state; a resistance value monitoring circuit that is provided with a resistance change element that is pre-programmed in the first resistance state and detects whether or not said resistance change element maintains the first resistance state; and a controller that, when it is detected that the resistance change element provided in the resistance value monitoring circuit has not maintained the first resistance state, applies the voltage for programming from the second resistance state to the first resistance state to those resistance change elements in the reconfigurable logic circuit that are maintaining the first resistance state. In the reconfigurable logic circuit using the resistance change elements, the programming voltage is lowered and maintenance properties are improved.
