PURPOSE: A device and a method for spraying an insulating material are provided to prevent rapid cooling or oxidation of molten steel by evenly spreading an insulating material to the molten steel. CONSTITUTION: A heat insulator spray device(100) comprises a storage hopper(200) which stores an insulating material, an injection hopper(300) which accommodates the insulating material dropped from the storage hopper, a mesh(310) which is formed on the inner bottom of the injection hopper and on which a combustible sheet(400) is placed, a lifting unit which moves the injection hopper above molten steel, and a frame unit which supports the storage hopper, the injection hopper, and the lifting unit. A push unit is formed on one side of the frame unit to flatly push the insulating material on the combustible sheet.
