PURPOSE: A photo-curable fluorinated polymer compound is provided to remarkably reduce the optical transmission loss in optical communication region, to have very low birefringency, to control refractive ratio accurately, and to manufacture an optical device in short time at low temperatures. CONSTITUTION: A photo-curable fluorinated polymer compound is in chemical formula 1. In chemical formula 1, R1 is hydrogen, halogen, methyl or trifluoromethyl group, R2 is -CO-, a functional group in chemical formula 1-a or a functional group in chemical formula 1-b, Z1 and Z3 are empty, -O- or -S-, R3 is an aromatic alkyl group in which all or a part is substituted by fluorine, an alkylene oxide group, or an alkyl group in which aromatic group is contained, Z2 is NH-, -S-, -O- or -CH2CH(OH)-CH2-, R4 is substituent capable of thermal curing and UV curing, and a and b are molar fraction respectively, and a+b=1.
