PURPOSE: An information collecting system and method thereof are provided to effectively create information related to carbon by analyzing vehicle information created by vehicles. CONSTITUTION: A vehicle signal detecting unit(110) detects signal generated by a vehicle. A vehicle information collecting unit(120) collects information related to a vehicle state from the vehicle. A data analysis unit(130) determines kinds of the vehicle based on the detected signal. The data analysis unit analyzes the collected vehicle information. A carbon emission information creation unit(150) calculates carbon dioxide output rates from the vehicle. |
