The present invention provides an apparatus for continuous electrolytic treatment of a steel sheet and a method of producing a surface treated steal sheet using the apparatus. The steel sheet is suitable for producing a surface-treated steel sheet without using Cr, having high corrosion resistance, and having high adhesion of wet resin even if the steel sheet is laminated on the condition that a resin film has a higher BO value. The apparatus for continuous electrolytic treatment of a steel sheet characterized by having N pairs of planar electrodes having the length (L) and arranged facing both surfaces of the steel sheet, providing n portions including a conductive part which is an electrode part with the length (T1) and a non-conductive part which is a non-conductive electrode part with the length (T2) on the surface facing the steel sheet surface of each electrode along the longitudinal direction of the electrode, and satisfying the formulas: n × N = 10; 0.96 = T2/(T1 + T2) = 0.05; and 0.9 = T1/L = 0.1.
