PURPOSE: An entropy decoding and encoding method and apparatus thereof are provided to improve image compression efficiency by deducting the context information from a decoding target symbol. CONSTITUTION: An entropy decoding apparatus deducts context information from a decoding target symbol by using the context information of a target layer or another layer(S910). The entropy decoding apparatus decodes the decoding target symbol by using the deducted context information(S920). The target layer includes the decoding target symbol. The other layer is a layer except for the target layer.
