PROBLEM TO BE SOLVED: To improve encoding efficiency in combining an adaptive interpolation filter (AIF) with a plurality of reference frames (MRF), in accordance with the local characteristics of an image.

SOLUTION: Additional information called control information r[i] is introduced to each reference frame and added to the syntax of an encoded stream, thereby adapting AIF coefficient calculation to the reference frame or a group of reference frames. The AIF control information r[i] is information for notifying a decoding side whether to calculate individual AIF coefficient, with respect to an i-th reference frame, to calculate an AIF coefficient common to the group of frames including the other reference frames, or to use a predetermined fixed AIF coefficient, for example, and is inserted into the encoded stream.
