<P>PROBLEM TO BE SOLVED: To reduce the electric field intensity of electromagnetic waves generated as unnecessary radiation in a simple constitution. <P>SOLUTION: An image forming device comprises a BG exposure clock output part 305 for outputting a BG exposure clock f1 to perform a BG exposure on a non-toner image forming area of a photosensitive drum 222 by allowing a laser to emit minute light, and a laser control part 308 for controlling the laser to perform the BG exposure by allowing the laser to emit minute light according to the BG exposure clock f1 output from the BG exposure clock output part 305.
