<P>PROBLEM TO BE SOLVED: To provide a fixing device and image forming apparatus by which, in the case where a web mechanism is installed, an amount of web of the web mechanism is wound is efficiently controlled according to an amount of offset toner adhering to a fixing belt or pressure rotor and offset toner is securely and efficiently removed. <P>SOLUTION: The fixing device includes: a web mechanism 70 configured such that the surface of the fixing belt 21 or pressure rotor 31 is cleaned by winding the web 71 disposed in contact with the fixing belt 21 or pressure rotor 31 and, at the same time, running the web 71 in a predetermined direction; and temperature detecting means 43 for detecting the temperature of the core metal 22a of the fixing auxiliary roller 22.
