Provided are: a surface-treated steel sheet that does not use Cr, exhibits excellent wet resin adhesiveness and corrosion resistance, and does not produce striated surface defects; a method for producing the same; and a resin-coated steel sheet using this surface-treated steel sheet. The surface-treated steel sheet is characterized in that: on at least one surface of the steel sheet is a corrosion-resistant film comprising at least one layer selected from an Ni layer, an Sn layer, an Fe-Ni alloy layer, an Fe-Sn alloy layer, and an Fe-Ni-Sn alloy layer; and on the corrosion-resistant film is an adhesive film containing Zr and further containing one or more of a P derived from phosphoric acid or a C derived from a phenol resin in a proportion such that the mass ratio thereof relative to Zr is 0.01-10.
