<P>PROBLEM TO BE SOLVED: To reduce developer consumption and enhance discriminability of color characters when converting color images into monochromatic images. <P>SOLUTION: An image processing system 10 comprises: an image acquisition part 51 for acquiring a color image; a region extraction part 52 for extracting a character region of the acquired image; a character color determination part 53 for determining whether the extracted character region is a region having general color characters or a region having color characters different from the general color characters; an emphasis part 54 for executing emphasis processing for the character region determined have the color characters different from the general color characters; a weakening part 55 for executing weakening processing for the character region determined to have the general color characters; an image generating part 56 for generating a subtractive color image having a reduced number of colors of the color image; and a transmission part 56a for transmitting the generated subtractive color image to an external device.
