<P>PROBLEM TO BE SOLVED: To provide a new framework for mitigating economic burden in introducing a lightning arrester. <P>SOLUTION: Activation information indicating that the lightning arrester connected to an electrical equipment is activated is stored in activation information storage means, the activation information stored in the activation information storage means is aggregated and a lightning arrester usage fee according to the number of activations of the lightning arrester is calculated. Thus a framework for charging a lightning arrester usage fee to a user at a so-called measured rate is realized. When the charge at a measured rate is realized, if the lightning arrester is not activated, in other words, if a surge current does not flow, the burden of the usage fee is reduced for the user of the lightning arrester.
