<P>PROBLEM TO BE SOLVED: To enable slurry recovered from a construction site where the same is used to be recycled. <P>SOLUTION: At a construction site which uses slurry, a slurry recycling method recovers waste slurry 40 from the construction site and recycles the waste slurry 40 as water to produce cement milk 39 of soil cement. The waste slurry 40 includes the slurry 25 used for excavating the ground 21, the slurry 25 generated in a process to adjust viscosity in the slurry 25; and the slurry 25 recovered as waste because the same is not reusable, at the construction site where the slurry is used.
