<P>PROBLEM TO BE SOLVED: To provide a powder conveying device which can be applied to an image formation device performing printing in a high speed, gives low heat stress to powder as a conveyed object, and is manufactured in a low cost, and to provide an image formation device having the powder conveying device. <P>SOLUTION: An interior of a conveyance tank 41 is kept in a negatively pressurized state to suction toner 36 thereinto. Additionally, a suction pump 43 for generating negative pressure inside the conveyance tank 41 is provided outside the conveyance tank 41. When the interior of a negative pressure chamber 82 is put into a predetermined negatively pressurized state, the negative pressure is generated therein with a suction port connection pipe 45 closed. Further, when the powder is supplied from a powder storage section to the conveyance tank, the suction port connection pipe 45 is opened by a suction port opening/closing device 93 in a state in which a discharging pipe 46 is closed by an exit port section opening/closing device 47.
